The
Quality
Assurance Requirements and Description
document (QARD) identifies the quality
assurance requirements that are applicable
to our work and provides a top-level
description of how the requirements
will be implemented. The QARD incorporates
requirements and guidance from a variety
of sources, including federal regulations,
national standards, and Nuclear Regulatory
Commission documents (e.g. NUREGs and
Regulatory Guides).
The QARD is supported by a comprehensive set of
implementing documents that delineate how the QARD
requirements are implemented at the working level.
To ensure that all applicable QARD requirements
are addressed, we also maintain a matrix that traces
each QARD requirement to the document that describes
its implementation.
Organizations that interface with OCRWM are also
required to implement a quality assurance program
if their work could impact safety and/or waste
isolation, or if their work could impact OCRWMs
ability to safely accept, handle, and dispose of
waste under their control. This includes organizations
such as OCRWMs Management and Operating Contractor,
direct support contractors, and National Laboratories
that support site characterization efforts at Yucca
Mountain, vendors that provide OCRWM with items
and services, and other federal organizations that
are currently storing and characterizing waste
which is slated for eventual disposal in a geologic
repository.
