Delaware's opinion to the federal register for Department of Energy regarding funding/training grants. Office of Civilian Radioactive Waste Management: Safe Routine Transportation and Emergency Response Training: Technical Assistance and Funding.
There were six questions regarding funding/training. The federal register notice talks about the funding and training grants that will be made available to states from the Department of Energy. Delaware answered the following questions as to what we feel would be needed for Delaware regarding issues of training/planning/assessment.
Questions 1.
The amount of $200,000 seems to be an appropriate amount for the assessment and planning.

The amount of $100,000 seems to be an appropriate amount for the annual training.

Should the amount of the funding be adjusted when a route meets a border. NO
Grant funding on the basis of mutual aid agreement. Yes
How should the funding be calculated. Split 50%
Should states inform DOE of mutual aide agreements Yes
Question 4
Do assessment and planning grants need to be undertaken four years prior to initial shipment. - Yes Do training grants need to commence three years prior to a scheduled shipment. - Yes Do training grants need to be provided every year that shipments are scheduled. - Yes
Question 5
Should the Section 180 (c) grants be adjusted to account for fees levied by States - No How should DOE determine if a fee covers all or part of the costs. Delaware has no fees Is the language in this policy explained how fees and Section 180 grand awards are separate. Delaware has no fees.
Questions 6
How should Section 180 grants be adjusted to reflect other funding or technical assistance from DOE or other Federal Agencies for training for safe routine transportation and emergency response procedures. - It still is necessary if other DOE funding is not provided.
